Joseph Dominguez
Senior Specialist, Asset Recovery
Joseph Celso Dominguez Miñano joined the Basel Institute on Governance in July 2024 as Senior Asset Recovery Specialist at the International Centre for Asset Recovery (ICAR).
In this role, he provides technical assistance to “extinción de dominio” prosecutors regarding the Odebrecht cases in Peru in order to recover illicit assets. This includes mentoring, legal technical assistance, the design of case strategies and international cooperation.
A lawyer by profession since 2012, Joseph worked for five years as a prosecutor in the investigation of cases linked to Odebrecht and Brazilian companies in Peru, gaining extensive experience in highly complex national cases of corruption and money laundering committed by criminal organisations.
Joseph holds a Law Degree and is currently studying towards a Master’s Degree in Criminal Sciences at the Pontificia Universidad Católica of Perú.
